This is a fantastic opportunity for an enthusiastic, organised and versatile manager with an interest and knowledge in the areas of policy and recycling infrastructure. The successful candidate will have a can do attitude, and work within a busy Peterborough based team to manage and deliver a variety of UK based initiatives and projects relating to the activities of PPS and RECOUP.

The role will also specifically focus on monitoring relevant legislative developments, reviewing and summarising key government policies and proposals, consulting with stakeholders and making recommendations for improvements, and responding to consultations. You will also represent the organisation at meetings, conferences and other relevant events.

Key responsibilities:

  • Lead, manage and support activities relating to on the delivery of core and sponsored RECOUP projects, particularly in the areas of waste and recycling infrastructure.
  • Engage with public bodies, trade groups, members and other stakeholders on legislative matters relating to circular economy and waste. There will be a particular focus on plastic including the Plastic Packaging Tax, Extended Producer Responsibility, Deposit Return Schemes, Emissions Trading Scheme and others, including European policy where relevant.
  • Stay up-to-date, reporting and responding to relevant government consultations with the engagement of members and stakeholders.
  • Communicate regular policy updates and add opinions where appropriate to the RECOUP Member Updates and to industry media.
  • Bespoke reports on recycling and infrastructure, including: Collection, Sorting and Reprocessing, and specific reports at the request of members.
  • Facilitation and support of working and advisory groups, including topics such as waste compliance and crime, food contact recycled packaging, and chemical / non-mechanical recycling.
  • Develop position statements for key areas of RECOUPs activities, including for example Food Contact Recycled Plastic Packaging, Chemical / Non-Mechanical Recycling, and Waste Exports.
  • Data gathering and material analysis as required relating to specific projects, whether it be litter, closed-loop collections, or others.
  • Data analysis and design work for projects as required.
  • Responding to Member and non-member requests relating to policy, infrastructure and recycling data.
  • Presenting at webinars, events and member discussions on specific policy and infrastructure related subjects, and general RECOUP updates.
  • Engaging and meeting with new and potential members and sponsors.
  • Project proposal and bid writing for relevant opportunities as they arise.
  • Covering responsibilities of the Head of Policy and Infrastructure when required.
  • Support and get involved in other RECOUP activities and initiatives where applicable.

Essential criteria:

  • Excellent oral and written skills with a strong attention to detail.
  • Ability to organise work effectively to a tight schedule and to completion.
  • Flexibility (overnight stays may be required and occasional weekend work).
  • Demonstrable experience of managing multiple tasks and projects at one time.
  • Ability to work independently and use own initiative, and also work within a small team.
  • Willingness to learn and undertake training where appropriate.
  • Experience of use of IT systems including MS Office (word, excel, powerpoint).
  • Proven project manager experience and knowledge.
  • A working knowledge and interest in government policy in relation to the circular economy, waste, packaging and the environment.
  • Full driving licence.


  • Enthusiasm for and understanding of general circular economy, waste, recycling issues.
  • Experience in a similar role covering some or all of the responsibilities listed



Job Type: Full Time

Salary: £30k – £34k depending on relevant experience and knowledge.

Schedule: Monday to Friday (occasional evening /overnight stays/ weekends). Core work hours are 35 per week, generally 8.30am to 4.30pm Monday to Thursday, and 8.30am to 2pm on Fridays.

Work Location: Office is based in Peterborough, PE2 7UH with hybrid working option (minimum 2 days per week office based).
