DEFRA Release Guidance on What a ‘Small Producer’ Must Do Under pEPR
On Friday 2 May 2025, DEFRA released new guidance for small producers on how to register under pEPR, and what they must record, report and pay under the regulations.
A small producer is defined as a business whose annual turnover is more than £1 million, and up to £2 million, and is responsible for supplying or importing between 25 and 50 tonnes of packaging in the UK.
Small producers must keep records on what they do in relation to packaging activities, classes and packaging waste materials – detailed information can be found on these in the guidance document, which includes links to further government pEPR guidance.
The data collected must be reported once a year and the annual deadline is 1 April.
Amongst other guidance, the document also explains which environmental regulator to report to, how to report data through the report packaging data (RPD) service and how to register the organisation under pEPR with the correct environmental regulator. The fee for this is currently £1216 (or £631 if through a compliance scheme who is registering on behalf of an organisation).
