Karen Graley Appointed as Head of the Producer Responsibility Organisation for pEPR
Karen Graley has been appointed Head of the industry-led Producer Responsibility Organisation (PRO) for Extended Producer Responsibility for Packaging (pEPR).
Announced by INCPEN and the FDF on Wednesday, 5 March 2025, Graley brings 30 years of experience in packaging strategy, innovation, and execution across major UK retailers, including Safeway and Waitrose. Most recently, she served as Head of Packaging at Marks & Spencer.
In addition to driving packaging innovation for national retailers, Graley is a founding member of the Board of Directors for the On-Pack Recycling Label (OPRL) scheme. She also sits on the EPR Interim Steering Group, which supports the mobilisation of the scheme and the establishment of its administrator, PackUK. Previously, she served on the Government’s Advisory Committee for Packaging.
As Head of the PRO, Graley will collaborate with PackUK, obligated producers, and key stakeholders across the UK’s four governments to establish the PRO. She will also oversee the PRO Steering Committee, ensuring the organisation effectively advances a circular economy for packaging.
