pEPR Labelled ‘a Tax’ By Office For Budget Responsibility

In their latest fiscal and economic outlook, the Office for Budget Responsibility has labelled pEPR as a tax, prompting analysts to question how much of the revenue will be reinvested specifically into EPR-related initiatives.

This has sparked concerns that an unknown proportion of pEPR payments may not be used to fund increases in packaging recycling and circularity – core goals of the pEPR system – which could lead to a loss of confidence from producers, businesses and the public.
