European Commission Opens Consultation on New Circular Economy Act

The European Commission has launched a public consultation and call for evidence on the forthcoming Circular Economy Act, scheduled for adoption in 2026.

The new legislation is expected to set out a comprehensive framework to speed up the transition to a circular economy across the EU, with the intention of creating a fully functioning Single Market for secondary raw materials.

The consultation invites feedback from businesses, industry bodies, NGOs, and the public on how the Act can address barriers to circularity, stimulate demand for recycled materials, and secure supply chains for critical raw materials.

Key priorities include improving the quality and availability of recycled feedstocks, boosting reuse and repair, and aligning the legislation with existing initiatives such as the Eco-design Regulation, Packaging and Packaging Waste Regulation, and the Critical Raw Materials Act.

Stakeholders have until 6 November 2025 to respond, and the Commission has stressed that the final text will be informed heavily by industry engagement and evidence from across the EU. The Act is seen as a central tool in delivering the European Green Deal’s targets on resource efficiency and waste prevention.
