Environmental Permits, International Waste Shipments, and Nearly All Other EA Fees Are to Increase From October 2025

The Environment Agency (EA) has confirmed that nearly all of the fee increases proposed in its April 2025 Cost of Service consultation will go ahead. The new fees will be implemented on 1 October 2025.

These adjustments affect a broad range of regulated services, including environmental permits, waste electricals (WEEE), batteries and accumulators and activities of waste carriers, brokers, and dealers, as international waste shipments and transfrontier shipments of radioactive materials and spent fuels.

A particularly notable change is a 14% increase for International Waste Shipment (IWS) charges, which reflects both the scope of compliance work required and the cost recovery needs of the Agency.

During the public consultation, over 150 of the 244 respondents voiced opposition to these above-inflation increases. A number of operators expressed concern when the fee hikes appeared to take effect immediately following the consultation response, prompting calls for greater notice. The EA has now rectified this by setting a clear, future implementation date.
