DEFRA Updates Labelling Requirements Under the Northern Ireland Retail Movement Scheme

DEFRA has updated the guidance ‘Labelling requirements for certain products moving from Great Britain to retail premises in Northern Ireland under the Northern Ireland Retail Movement Scheme’ since February 2025.

Key updates

20 February 2025:

From 1 July 2025, additional food and retail goods must be individually labelled with “Not for EU” under Phase 3 of the Northern Ireland Retail Movement Scheme (NIRMS).

The guidance now includes:

• Descriptions of products requiring labels in Phase 3.
• Products exempt from labelling requirements.

28 March 2025:

• Clarified which dairy products require individual labels under Phase 2.
• Highlighted that high-risk foods controlled under Regulation 2019/1793 must have individual labels in Phase 3.
