pEPR Guidance on How to Assess Household and Non-household Packaging Updated
The guidance document ‘Extended producer responsibility for packaging: how to assess household and non-household packaging’ was updated on 25 April 2025.
The ‘types of possible evidence for packaging supplied directly to a business or public institution’ section of the guidance was updated, including examples (this section and the examples can be found at the end of the guidance).
The update also included an amendment to clarify when primary and shipment packaging can be classed as non-household. This will be the case when:
· The packaging is supplied to a business or public institution which is the end user of the packaging, or goods are supplied to an end user with all of the packaging removed.
· It is packaging supplied for a product designed only for use by a business or a public institution, and the packaging is not reasonably likely to be disposed of in a household bin or a public bin.
· An importer imports packaging into the UK which is discarded without supplying it to anyone in the UK.
There was also a small addition in the ‘evidence for products that are designed for business or public institution use only’ section, which clarifies that labelling alone is not sufficient evidence. Click here to access the guidance document.
