RECOUP Response to DEFRA’s pEPR Modulated Fees Survey

RECOUP have submitted a response to the pEPR Modulated Fees survey.

In overview, whilst we couldn’t challenge DEFRA’s modulated fee calculations, we feel that the system needs regular assessment from Autumn 2025 to ensure that the uplift in base fees remains adequate and fair to cover the waste management costs.

The importance of incentivising industry to move towards designing for recyclability was also emphasized.
