OTG Drinks Containers Final Report

RECOUP and Valpak delivered a project for WRAP and Defra to build on previous work about estimating the consumption, recycling and disposal of On-the-Go (OTG) drinks containers.

It is known OTG recycling rates are very low and contamination of the material collected is high. As such this represents one of the biggest opportunities for the UK to increase collections of drinks containers. Our report is now being used in the consultations launched this week by Defra to evidence information available and will help provide the foundations on which future legislation and changes will be made.

The following definitions have been adopted:

  • On the Go (OTG) disposal/recycling refers to the disposal/recycling of material in a public place for example in the street, a train station or shopping centre, etc.
  • Away from Home (AFH) refers to the disposal/recycling of material by the public anywhere, except at home, which includes places of work, school, at an event, café, and OTG.

Our report investigations focussed primarily on plastic and glass drinks bottles, metal drinks cans, drinks cartons and pouches. To a lesser extent disposable coffee cups were examined.

The report includes:

  • Placed on the Market (POM) estimates by weight and number of units by drinks container type and size was undertaken by RECOUP. This was calculated through multiplying known and assumed packaging weights by UK sales, and dialogue with industry.
  • This consumption was then compared by conducting a comprehensive (4,000 people) Consumer Insight Survey, undertaken by consumer insight specialists Icaro Consulting. This provided insight to where drinks were purchased, consumed and disposed of, and how they were disposed (recycling, general waste, litter).
  • This was informed by an extensive Material Composition Analyses undertaken by RECOUP, which provided unprecedented levels of data on AFH material collected for recycling, in addition to some general OTG waste composition for comparison.

You can see an image of typical contamination levels on page 38 which demonstrates the challenges that recycling OTG operators face on a daily basis.

The analysis included the following locations:

  • LA operated schemes in locations such as town and city centres and open public spaces;
  • Transport hubs which include train and bus stations and road service stations; and
  • Work places, including both office and manufacturing environments.
  • A survey into the number of Local Authorities providing AGH collection points is also provided.
     

The headline findings and data are provided on pages 7-10, which includes estimated collection rates for drinks containers disposed of AFH and OTG, with recommendations for further work on page 11.
