UK Packaging Legislation and Strategy

Important information on the laws and regulations that affect packaging designers, manufacturers (packer/fillers), distributors and retailers. The UK Packaging Regulations require businesses to finance the recycling of a proportion of they make, use or sell. These Regulations implement in the UK the European Packaging Directive which is driving similar across Europe.

What Are The Statutory Responsibilities ?

The Packaging and Packaging Waste Directive is implemented in the UK via the Producer Responsibility Obligations (Packaging Waste) Regulations, which came into force in March 1997.

Packaging (Essential Requirements) Regulations and Recyclable Packaging

The Regulations cover the manufacturing and composition of packaging together with the reusable and recoverable nature of packaging.

UK Packaging Recycling and Recovery Targets

The UK has been comfortably ahead of the mandatory EU plastic packaging recycling target (22.5%) for some time now.

Compliance Costs – PRNs and PERNs

Businesses that have an annual turnover of more than £2 million and handle more than 50 tonnes of packaging per year must meet the recovery and recycling obligations.
